California Medi-Cal BHT provider list SPA 25-0032 is a state-plan cleanup, not a removal of BCBAs or Behavior Management Consultants from the program. The CMS approval package says California removed duplicate listings of those roles from the Qualified Autism Service professional list because they also appear as QAS providers. The amendment was approved October 27, 2025 and is effective October 1, 2025.

Read the deletion in context
Keep the approved before-and-after pages with the approval letter. A struck role can look excluded when read alone. Here, CMS describes duplication across QAS provider and QAS professional categories. Verify the surviving row, service function, supervision authority, and effective date before changing a roster. Do not terminate, demote, or rebill a practitioner from a redline without DHCS confirmation.
Separate role from Medi-Cal enrollment
The DHCS BHT page distinguishes BHT coverage, QAS roles, fee-for-service delivery, and managed-care routing. The enrollment FAQ says BCBAs and educational psychologists use the QAS enrollment path, while QAS professionals and paraprofessionals do not separately enroll. Record role, license or certification, employer, supervisor, NPI, PAVE state, roster association, plan network, and dates as separate fields.
Retain supervision and attestation evidence
A classification cleanup does not waive the state-plan supervision hierarchy or the enrolling organization's attestation. Keep the treatment-plan author, individual qualifications, service performed, observation and direction, supervisory relationship, roster history, and source version. The QAS checklist is an enrollment aid, not proof that a submitted application was approved or that a person may furnish every BHT service.
Route fee-for-service and managed care correctly
California now permits enrolled QAS providers to furnish BHT to eligible fee-for-service members through the state route, while managed-care members continue through their plan. Confirm member product on the service date, responsible payer, provider and location enrollment, network status, authorization, code, and claim destination. SPA 25-0032 does not itself create network participation, authorization, payment, or a retroactive billing right.
A fictional California role audit
Rosa locks 31 staff and organization rows. Twenty-three identify the surviving state-plan category, individual credential, PAVE or roster state, supervising provider, payer route, authorization responsibility, and effective date. Completeness is 23 of 31, or 74.2%. Three confuse QAS professional status with enrollment, two treat a redline as exclusion, one lacks roster history, one assumes plan participation, and one has no written DHCS answer.
Protect clinical and employment decisions
This amendment describes Medicaid provider categories; it does not determine clinical competence, employment classification, scope under another license, or the appropriate supervisor for an individual case. Qualified clinical and human-resources leaders should review role changes. Counsel and DHCS should resolve inconsistent state-plan, enrollment, or plan language before services, pay, supervision, or claims are changed.
