Describe functional transportation barriers

Focus on the applicant's actual ability to reach, board, ride, transfer, navigate, and exit the fixed-route system under relevant conditions. Record supports, variability, terrain, distance, weather, sensory or cognitive demands, mobility, and access features without inventing a diagnosis or limitation.
