Map each payment event

Do not convert every contact or historic 15-minute unit into a monthly payable event.

Preserve person-centered work

Payment construction should not turn planning into a checkbox. Document the person's goals, preferences, communication and access needs, chosen team, assessed needs, service options, informed choice, plan decisions, timelines, coordination, declined services, monitoring, and unresolved access barriers. The federal targeted case-management definition separates assessment, plan, referral, coordination, monitoring, and follow-up from direct delivery of referred services.

Reconcile current rate notices

Use the ODP rate page and public notices for current tables and any delayed implementation. Store the exact file, effective date, service and rate. State-plan authority does not justify copying a proposed or superseded amount. Compare PROMISe acceptance, remittance, supplemental payment, and later gross adjustment with the source used.

Finance should preserve state calculation, organization cohort, measurement period, thresholds, notice, gross adjustment, and accounting treatment. Counsel and ODP should resolve any dispute before offsets or participant-level attribution.
