What is Hazard communication, and what should an ABA practice owner know before applying it? Hazard communication, or HazCom, is OSHA’s system for communicating workplace chemical hazards and protective measures through a written program, labels, safety data sheets, and employee information and training. An ABA owner should inventory chemicals, identify exposed workers and foreseeable emergencies, control secondary containers, keep SDSs accessible each shift, and update training when new hazards arrive.

Coverage follows chemicals and exposure

29 CFR 1910.1200 applies to known workplace chemicals when employees may be exposed under normal conditions of use or in a foreseeable emergency. Employers that use chemicals focus on the workplace program and communication duties, while manufacturers and importers have classification and upstream information duties.

ABA workplaces may use disinfectants, cleaners, adhesives, art materials, maintenance products, batteries, compressed gases, pest-control products, or other chemicals. Product category alone does not determine coverage. Review the form, use, storage, amount, exposure route, and regulatory exemptions.

Consumer products can have a limited exemption when workplace use is of the same duration and frequency as normal consumer use. Routine occupational use may fall outside that condition. Record the actual basis for each classification.

Build one reconciled chemical register

For each product, record the exact product identifier, manufacturer, work area, use, quantity, storage, current label, SDS date, responsible role, and disposition. The identifier should connect the inventory, label, and SDS.

Inspect cabinets, carts, vehicles, kitchens, maintenance spaces, and staff-brought products. Remove unapproved or unidentified chemicals through the safe disposal route. Review procurement so new products cannot bypass hazard review.

Keep labels legible and containers controlled

Incoming labels should remain intact. Workplace containers need the required labeling system unless a specific exception applies. A portable container intended only for the immediate use of the employee who transferred it has a narrow rule; a spray bottle left for another shift needs appropriate identification.

Train staff to stop using a chemical when the label is missing, the product differs from the SDS, or the container is damaged. Include safe storage, incompatibilities, ventilation, PPE, spill response, and first-aid information from current sources.

Never mix cleaners or disinfectants based on informal advice. Use manufacturer directions and qualified safety guidance.

Make SDS access work during every shift

Safety data sheets may be electronic if employees can readily access them in their work area during each shift. Plan for device, network, permission, and power failure. A tested offline backup may be needed.

Employees should know where SDSs are, how to find a product, and how to use sections on hazards, first aid, firefighting, accidental release, handling, storage, exposure controls, and PPE. Training should use workplace examples.

Provide effective information and training at initial assignment and when a new chemical hazard is introduced. Chemical-specific information remains available through labels and SDSs.

Coordinate contractors and nonroutine work

Multi-employer workplaces need methods for SDS access, precautions, and labeling-system information for other employers whose workers may be exposed. Cleaning, construction, landscaping, pest-control, and maintenance vendors can introduce hazards.

Include nonroutine tasks such as major spill cleanup, floor refinishing, construction, or opening a seldom-used chemical. Define approval and emergency routes before the task begins.

Track the 2024 rule transition

OSHA’s January 2026 extension notice extended dates for the 2024 update. As of August 15, 2026, the listed May 19, 2026 substance label and SDS date has passed, while the employer date to update substance-related workplace labels, programs, and training as necessary is November 20, 2026. Mixture dates extend into 2027 and 2028.

During the transition, OSHA states that covered parties may comply with the previous standard, updated standard, or both until the applicable dates. Keep the official current schedule and state-plan source in the compliance register rather than copying these dates without rechecking.

A fictional twenty-two-product audit

Mesa Learning Clinic locks a list of 22 hazardous chemical products present during a monthly review. Nineteen have a matching inventory entry, legible workplace or shipped label, current accessible SDS, approved storage, and trained user group.

Completeness is 19 of 22, or 86.4%. One secondary bottle lacks a product identifier, one SDS belongs to an older formulation, and one contractor product lacks a reviewed exposure route. All three remain held.

Mesa stops affected use, corrects the bottle, obtains the matching SDS, and completes contractor coordination. It reports products, not containers, and tracks multiple containers separately for inspection.

Audit the communication system

Measure complete products divided by products present, employees trained by due date divided by employees due, and SDS retrieval tests passed divided by tests due. Report held products and overdue training by age.

Review after procurement, reformulation, new labels, a spill, new work areas, contractor changes, or OSHA updates. Ask employees to demonstrate how they identify a product and find protection information. A signed attendance sheet alone cannot show usable communication.
