California Medi-Cal BHT qualifications CA-26-0012 are technical state-plan edits approved April 24, 2026 and effective January 1, 2026. The approval package updates the Behavioral Health Treatment Services Chart, which maps named practitioner roles to behavioral-analytic assessment, treatment-plan development, and BHT interventions. The amendment does not by itself enroll a practitioner, establish supervision, create network participation, or authorize a service.

Read the chart by role and column

Lock the practitioner's exact title, license or certification, issuing body, status, effective dates, supervisor, employer, service column, client, service date, location, and payer. Read the chart with the current BHT program page. The chart uses different marks for different activities. Do not infer that permission in one column permits assessment, plan development, and intervention across all columns.

Preserve credential-specific notes

The approved pages contain notes for associate behavior analysts, registered associates, psychological associates, and behavior-management assistants. Read the applicable note with the chart row. A similar job title, graduate degree, expected credential, or internal competency review cannot substitute for the named credential, registration, degree, experience, or supervision condition.

Keep six operational states separate

Role qualification, professional credential, supervisor qualification, Medi-Cal enrollment, managed-care or county network participation, and client authorization answer different questions. The provider-enrollment FAQ and QAS checklist support the enrollment path, but neither converts a chart qualification into a paid claim without the remaining states.

Use the correct service date

The approval is effective January 1, 2026 even though CMS approved it in April. Store both dates and the superseded chart. Classify each rendering event under the authority applicable to its date. Do not retroactively change a denied or paid claim solely because the final package later became public; preserve payer guidance and the reason for any adjustment.

Protect treatment continuity

If a role or supervision record does not match, verify the source and exact affected service before changing care. Qualified clinicians and the responsible payer should determine a compliant staffing or transition plan. Communicate accurately with clients and families, preserve notice and appeal routes, and never bill under another professional's identity to bypass a qualification or enrollment problem.
